8 Cross-border Cooperation (CBC) and Transnational Cooperation (TNC)

8.1 Financial Support and Programmes for CBC and TNC Project

Thomas introduced the different programmes and EU funding sources relevant to the member states, candidate countries, potential candidate countries, as well as third countries to implement co-operation projects.
Starting with the LEADER programme he then went into detail on the Interreg IV programmes and the Open Regional Fund of GTZ promoting an supporting CBC in the SEE countries.

Thomas went on illustrating the different programmes and EU funding sources existing for member states, candidate countries, potential candidate countries, as well as with third countries to implement cooperation projects. The INTERREG IV programmes were previously a community initiative but are now the Structural Fund “European Territorial Cooperation” with the three strands: cross-border cooperations (INTERREG IVA), transnational cooperations (INTERREG IVB) and interregional cooperations (INTERREG IVC). As an example he showed the map of the eligible regions of the member states, the candidate countries and the potential candidate countries that are eligible to implement cross-border cooperation programmes through INETRREG IVA and IPA, Component 2.
 
 

Cross Border (INTERREG IVA)

Cross border programmes aim to bring adjacent cross-border regions closer together through the development of joint projects. Under these programmes, projects can be financed in a wide variety of themes e.g. culture, tourism, economic development and transport.

Transnational programmes (INTERREG IVB)

These programmes aim to promote a higher degree of territorial integration, with a view to achieving sustainable, harmonious and balanced development across the EU and better territorial integration with candidate and other neighbouring countries. Key areas of focus include: Innovation, Environment, Accessibility and Sustainable Urban Environment.

Interregional Co-operation (INTERREG IVC)

It focuses on the identification, analysis and dissemination of good practices by public authorities in order to improve the effectiveness of regional and local policies. Co-operation projects are eligible across all 27 EU states, plus Norway and Switzerland.
