7 Actors and their Roles in the Elaboration Process

7.1 Relationship of Actors in Regional Rural Development

The importance to find the equilibrium between the different levels involved was the final issue for discussion. The organisational model displays the position of RM between the political decision-making level and the participation level. RM is the interface in between. Legitimation is required from the decision-makers as well as from the bottom level. The networking on the participation level with many actors and partners may require action from a steering group.
